6. Follow on motion from July 23, 2020 meeting on SR&R:

 

I move that the School Board direct the Superintendent to review Regulation 2601.3P with input from the Governance Committee to address concerns regarding the organization of information in the regulation, in an effort to clarify the content to students, families, and staff. Review and suggested changes should address the following concerns: In Chapter 1, clearly state students' rights and responsibilities in chapter 1 to establish student rights and school division expectations for student behavior - before stating consequences that may occur as a result of student behavior. In chapter 2, clarify student conduct that will necessitate intervention and disciplinary procedures by the school division.

 

7.  Follow on motion from July 23, 2020 meeting on SR&R:

 

I move that the Board direct the Superintendent to review Regulation 2601.3P with input from the Governance Committee to address concerns regarding subjective language that may not clearly provide guidance to Administrators when administering the SR & R. Review and suggested changes should address the following concerns:
An SRO’s primary role in schools is as a law enforcement officer,” shall be revised to recognize that students from marginalized communities or those who have experienced trauma may not readily accept this characterization and the regulation should reflect this discrepancy.
The language in that same paragraph that states “”At any time, the SRO may become involved when a school administrator has a safety concern that cannot be addressed by the school’s safety and security staff,” shall be revised to provide further clarification for SRO involvement.
P. 41 and 42, Section C. 1. shall be clarified to identify the role of an SRO when determining facts of a discipline case.
P. 45, Section 3 Suspension of Students in Grades K-3 shall be revised to clarify paragraph (v) which allows a k-3 student to be suspended for aggravating circumstances, a subjective term which could easily lead to disparate impact.
P. 45, Section 4 (a) which allows the Principal to suspend a k-3 student “after giving the student oral or written notice of the charges against him or her, an explanation of the facts as known to school personnel if the student denies the charges, and an opportunity to present his or her version of what occurred” shall be revised to provide language to allow parental notification and the need to address the child’s ability to understand such explanations.
Additionally, the review shall address subjective standards such as the "disruption of the education process, disobedience, insubordination or defiance and misconduct" which are subjective terms that could result in disparate impact.
