Procedure - Title I, Part A Parent and Family Engagement
The District will support effective parent and family engagement and strengthen student academic achievement through actions that support each element of the federal requirements in ESEA Section 1116 (A-F) and if applicable, Section 1116 (c)(d)(e)(f), as listed, and described below:
Jointly Developed and Parent Input
Parents and families will have the opportunity to jointly develop and provide input for the Title I, Part A program and policy. The District will involve parents and family members in:
- The development of 4130 Procedure by inviting parents to an annual district meeting in each Title I Schoolwide school during Spring conference week. Parents are invited through School Messenger to provide suggestions and ideas to improve the district and school level parent and family engagement policy for the following school year. Parents are also welcome to submit comments and feedback regarding the policy at any time on the school district website or by submitting written comments to the child’s school.
- The Consolidated Grant Application (CGA) Title I, Part A section by providing survey feedback for academic and Parent/Family Engagement components related to the Consolidated Grant Application (CGA). Each Title I, Part A school will use the School Improvement Team to develop a parent survey. Survey topics will be related to parent and family engagement at school and district levels.
- Developing school improvement plans (SIP), such as a combined SIP and School-wide Plan (SWP) or Targeted Assistance Protocols (TAS) by providing survey feedback for academic and PFE components related to the Consolidated School Improvement Plan (SIP)/Schoolwide Plan (SWP). Additionally, each Title I, Part A school will use the School Improvement Team to develop a parent survey. Survey topics will be related to parent/family engagement and academic learning at school and district levels.
Technical Assistance
The District will provide coordination, technical assistance, and other support to assist schools in planning and implementing effective parent and family engagement activities. This may include meaningful consultation with employers, business leaders, philanthropic organizations, or individuals by receiving notifications and resources from the District to help them improve and strengthen family engagement. In addition to frequent communication and school visits, the District will hold monthly meetings with its Title I Part A schools’ teaching staff to review family engagement plans, receive professional development, and collaborate on PFE activities. Principals will receive updated information during monthly meetings at the district office and through building visits with the Director of Categorical Programs.
Integration
The District will coordinate and integrate parent and family engagement strategies with other relevant federal, state, and local laws and programs by carrying out the parent and family engagement requirements established by Section 1116 of the ESSA. The Director of Categorical Programs, Multi-lingual Staff, Language Access Liaison, and Grants Coordinator will provide opportunities for participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and meetings in a language parents can understand. The LEA and Language Liaison will conduct trainings during the school year for principals, school staff, and school office staff to learn and discuss strategies to increase family engagement, improve school-family communication, and build ties with parents and the community.
Annual Evaluation
The District will conduct, with meaningful involvement of parents and family members, an annual evaluation of the content and effectiveness of the parent and family engagement policy in improving the academic quality of all schools served under Title I, Part A and use the findings to design evidence-based strategies by conducting an evaluation of the content and effectiveness of this parent and family engagement policy and the family engagement activities to improve the academic quality of the Title I, Part A schools. During Spring parent-teacher conferences, parents will be provided an e-mail and paper survey to give feedback regarding the parent and family engagement activities and programs.
